Issues of the scientific technical journal Issues of nuclear science and technology” (VANT). The “Material science and new materials” series, dedicated to the issues of nuclear material science are published at the A.A. Bochvar High-Technology Research Institute of Inorganic Materials” (JSC “VNIINM”)

The VANT journal is published since 1972. The “Material science and new materials” series has been publishing since 1989 till present in a circulation of not less than 250 copies.

The VANT journal “Material science and new materials” presents the results of research in physical material science, radiation damage, activation and transmutation of materials, physics of radiation phenomena, mechanisms of initial and radiation microstructure formation, theory, simulations and experimental research of defects, structures and properties of materials. Issues of the journal, beside articles by the Institute researches and the leading specialists in the area, include materials based on reports that have been presented at the “Nuclear technology materials” (MAYaT) conferences over the years.

Besides, the VANT magazine highlights actual problems related to changes in the defense priorities, development of new technologies related to structuring materials with nanoparticles, issues of new alloys development, special types of thermal treatment etc.

A new stage in materials science - V.B. Ivanov (material science and innovative materials), of JSC “VNIINM” from 2013 to 2016, Doctor of Science, Honored Scientist of the Russian Federation.

I’d very much like to begin with words like “a new stage”, but that would be wrong in principle. The nuclear materials science develops without pauses and stages, more so, it has been developing since before the first nuclear reactors started operating - the question is where and how. It happened so that publication of the journal before You, dear reader, has been interrupted for several years, and with that contacts have been lost and flow of scientific information detained.

We’re doing our utmost to rectify the situation and heres the long due issue of the journal. It includes articles that have spend quite a long time at the editors’ board, but, by the opinion of experts (and authors) have not lost importance. By publishing them we want to stress the uninterrupted process of information publication, although significant changes have taken place in the industry in the meanwhile, and they deserve consideration.

First thing that should be mentioned in this regard is the emergence of ambitious Projects such as, for examples, the “PRORYV” Project for development and creation of a demonstration (and then - commercial) fast neutron lead-coolant reactor, industrial implementation of dense mixed nitride fuel fabrication for such reactors, creation of on-site depleted fuel reprocessing and fuel re-fabrication plant. Just that project sets a number of highest complexity tasks to be solved by reactor material science, but there are other Projects underway as well, such as: MOX fuel for reactor BN-800, fuel for the Floating NPP with KLT-40 reactor, fuel for foreign PWRs, development of novel steels for fuel rod claddings etc.

Changes in defense tasks priorities, demand for new end-user properties of products developed outside the nuclear industry prioritizes development of innovative materials and technologies, including structuring of materials using nanoparticles, unique alloys, special thermal treatment methods and many more. All that is within the scope of VANT journal’s interests and must be considered when editing publications.

The commercialization of science and commissioned research lead to the necessity of protecting the intellectual property created by the authors for their employer companies. This may significantly influence the quality of scientific information offered and even decrease its volume. But, real science is not capable of normal development without the exchange of opinions, discussion of experimental results and proposed theories, without open argumentation. This makes it necessary for all of use to seek the most filling ways for resolving such issues and the journal’s Board of Editors will strive to make everything possible to minimize problems.

This year is the 110th jubilee of Academician A.A. Bochvar, whose name VNIINM bears, remembering the outstanding scientist and evaluating the scientific school he founded, we wanted to dedicate the issue to his memory. But much has been written and told about Andrey Anatolyevich, so we’d not like to repeat known facts. It would seem prudent for the future publications the ask the authors and experts to analyze the presented materials to see how the presented new facts, theoretical approaches, the predicted and actually obtained properties of materials and designs relate to the prognoses of Academician A.A. Bochvar, how it matches the scientific directions of his school. If such a relation is found and acknowledged by the authors and experts, that would be a true gratitude and remembrance of the man who had been for years the head of the Institute of Inorganic Materials, the legendary “number nine”. 

In conclusion, a few more words to the prospective authors and readers. Emergence of the novel information technologies undoubtedly changes the position of paper journals, but tat the same time VAK requires a subscription to the journal issues, otherwise an article in it will not be counted for an actual publication, thus dictating the necessity of having a paper copy, as Internet resources provide information otherwise. Still, new technologies must be both taken into account and used. Probably, after a while electronic versions will replace paper volumes completely, but, dear colleagues, this is all but form. Out task as authors, editors and experts is keeping up the quality of content. The concept of “content” encompasses a lot, including the validity of information presented, the scientific novelty and recognition of other researcher’s work, the proper classification of articles for easy search, the accuracy of presentation and illustrations. Maybe there’s more to add, even those aspects are enough to show the importance and responsibility of the Board of Editors’ work, but the Board of Editors won’t have any work to do without the authors. Research, analyze, build hypotheses and models, systematize and propose new ideas. And write about all that in our VANT journal.
